This meeting constitutes the formal public meeting required under Section 26 of the Planning Act and is for information purposes only.

  1. A decision of this application will be made at a future meeting of the Committee of the Whole and/or Council when staff has reviewed all submissions and prepared a report with a recommendation.
  2. All those attending will be given an opportunity to speak and those speaking are asked to provide the written outline and/or information used in their oral submission to the Clerk for the public record.
  3. Please contact Development Services Staff at the Township to receive further notifications about the application.

  3. Council discussion and debate will start when all questions of clarification have finished.

Recommendation:


That the Council of the Township of Woolwich, considering Report DS17-2023 respecting OPA 2/2022 and ZC 5/2022 (39A Holdings Ltd.):

  1. Recommends approval of Official Plan Amendment 2/2022, to the Region of Waterloo, in accordance with Attachment ‘4’, concerning a property located at 39 Arthur St N in Elmira to redesignate a portion of the lands from Open Space to Industrial;
  2. Approve Zone Change Application 5/2022, concerning the property located at 39 Arthur St N in Elmira, to:
    1. amend the General Dry Industrial (M-1(F)) with site specific provisions to have the Floodplain line (F-suffix) align with the Floodplain;
    2. change the rear portion of the parcel from Open Space (O-1) to General Dry Industrial (M-1) with site specific provisions, consistent with the Industrial designation of the lands as per OPA 2/2022;
    3. amend the site-specific provisions on the parcel to allow the rear of the site to develop as a gravel parking lot for the storage of transport trucks and trailers, and to delete the existing site-specific provisions allowing the auto recycling; and
    4. implement holding provisions to limit heavier truck traffic uses, subject to:
      i) The amending By-law being in accordance with the proposed By-law attached as Attachment 5 to this report; and
      ii) Official Plan Amendment 2/2022 coming into effect.
  3. Is satisfied that a subsequent public meeting in accordance with subsection 34(17) of the Planning Act is not required; and
  4. That staff be directed to ensure the site plan agreement implements:
    1. a solid fence of no less than 1.5 metres in height is provided around the perimeter of the industrial area; and
    2. trees be replaced at a minimum of 1:1, with native trees and used to help screen the subject lands from adjacent properties.

Items listed under the Consent Agenda are considered routine, and are enacted in one motion in order to expedite the meeting. However, any Council member may request one or more items to be removed from the Consent Agenda for separate discussion and/or action.

That the Council of the Township of Woolwich, considering Report F06-2023 respecting Statement of Remuneration and Expenses – 2022, receive this report for information purposes only.

Recommendation:
That the Council of the Township of Woolwich, considering Report F07-2023 respecting Investment Statement – December 31, 2022, receive this report for information purposes only.

Recommendation:
That the Council of the Township of Woolwich, considering Report F08-2023 respecting Treasurer’s Statement – Development Charges 2022, receive this report for information purposes only.

Recommendation:
That the Council of the Township of Woolwich, considering Report F09-2023 respecting Treasurer’s Statement – Cash-in-Lieu Parkland Reserve Fund for the year ending December 31, 2022, receive this report for information purposes only.

Recommendation:
That the Council of the Township of Woolwich, considering Report IS03-2023 respecting the East Side Lands Sanitary Lift/Pump Station – Consultant Award:

  1. Approve the contract for engineering services for the East Side Lands Sanitary Lift/Pump Station Project to Associated Engineering (Ont.) Ltd. at a total cost of $448,268.06 after H.S.T. rebate;
  2. Authorize staff to negotiate with land-owners for the purposes of facilitating land purchases for the preferred sanitary lift/pump station location, and authorize the Mayor and Clerk of the Township of Woolwich to sign any land purchase documents.

That the Council of the Township of Woolwich, considering Report R02-2023 respecting Turf Maintenance Services 2023 - 2024:

  1. Award maintenance of Township properties in Elmira and Floradale to LP Landscaping Plus Inc. at a total cost of $143,724.13 after the H.S.T. rebate;
  2. Award maintenance of Township properties in Bloomingdale, Breslau, Conestogo, Heidelberg, Maryhill, St. Jacobs, and Winterbourne to Durite Landscaping at an upset limit of $100,814.04 after the H.S.T. rebate, and
  3. Authorize staff to negotiate the removal of approximately 1.2 acres from the St. Jacobs Contract.
