That the Council of the Township of Woolwich convenes in closed session on Tuesday, August 24, 2021 at 6:00 p.m. electronically in accordance with section 239 (2) of the Municipal Act, 2001, for the purposes of considering the following subject matters:

  1. litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (Legal Matter); and
  2. for the purpose of educating or training the members (Procedural and Technical Training).

That Council reconvenes in open session.

Instructions for Delegations

  1. Please leave your video turned off and your microphone muted until you are called on to speak.
  2. Each speaker has a maximum of 10 minutes. The Clerk will let the Chair know when your speaking time is up.
  3. Once you are finished, please turn your microphone and camera off again.
  4. You may leave after your delegation or stay on the meeting as long as you keep your camera and microphone turned off.

Items listed under the Consent Agenda are considered routine, and are enacted in one motion in order to expedite the meeting. However, any Council member may request one or more items to be removed from the Consent Agenda for separate discussion and/or action.


Resolution:


That the following items be approved and/or received for information:​

Recommendation:

That the Council of the Township of Woolwich, in accordance with Report IS27-2021 respecting Boundary Road Agreements between the Township of Woolwich and the Townships of Guelph-Eramosa and Mapleton, authorize the Mayor and Clerk to sign the Boundary Road Agreements attached to the report in Appendix A.

Recommendation:

That the Council of the Township of Woolwich, considering Report C12-2021 approve the updated Procedural By-law as attached to the report.

Recommendation:

That the Council of the Township of Woolwich, considering Report IS25-2021 respecting a special service levy survey for the unserviced areas of Breslau:

  1. accept the findings of the survey results from the unserviced areas of Breslau and not enact a Special Service Levy for the extension of either municipal water and/or wastewater at this time;
  2. protect wastewater design capacity for the unserviced areas in Breslau and not allow development to utilize this allotment (10 l/s); and,
  3. that a survey is not issued again by staff until significant road reconstruction work is planned at some point in the future (+/-15 years).

Recommendation:

That the Council of the Township of Woolwich, considering Report IS26-2021 respecting the Award of the Woolwich Street North Reconstruction Project:

  1. approve the contract for engineering services for the Woolwich Street North reconstruction project to GM BluePlan Engineering Limited at a total cost of $68,075.41 after H.S.T. rebate;
  2. authorize the Mayor and Clerk of the Township of Woolwich to sign the Consultant Agreement.

That the meeting adjourns.
